The Interstate Compact on the Placement of Children (ICPC) is an agreement among all 50 States, Washington, D.C., and the U.S. Virgin Islands for the movement and safe placement of children between states when the children are sent out-of-state for placement in foster care or as a preliminary step to a possible adoption. ICPC is set forth in the Louisiana Children’s Code, federal regulations, and the Department of Children and Family Services (DCFS) policy.
The process involves several steps through the sending and receiving states’ child welfare agencies and it can take several months to complete. Ms. Tomeka Tate, with DCFS, will provide thorough information about types of ICPC referrals and timeframes and how to request an expedited ICPC. Judge Gail Grover, with East Baton Rouge Parish Juvenile Court, will discuss the court’s role in the ICPC process.
